why is there no setting to select to output only FAST proxies?

Most tools apply the terminology of speed to the latency. This is a bit misleading as there is no proxy checker that I am aware of that will actually check the speed of a proxy which would be a measure of how quickly it can download a file.
In the App Settings section of the Advanced Settings you can set a Connection Timeout based on whatever you want the maximum latency to be in ms.
