It looks like paypal or 2CheckOut have not authorised the payment, it is likely due to some suspicious activity on the account (could be as simple as an unusually large payment for the account recently) or some incorrect details entered at the checkout phase.
You can try contacting paypal or 2co to get it figured out. My advice would be to call 2co their phone support is usually very helpful and you won't have to wait around long like you would with email contact.
