region filter issue

I selected in black list region China and activated filter proxy region, but china proxy are still inside my list after scraping and checking.

The cause is because I have allowed some specific port only in port filtering , the china proxy with that ports are not blocked. If uncheck port filtering,
china proxy are not in my list. So there is a conflit with the 2 filter options.
