It is your OBL limit. You can see all posting processes in the log and you will see that all posts are failing due to OBL limit reached.

I would suggest to set the OBL to at least 100 if you want any amount of comments to actually be sent. The nature of blogs and their discussions is that there are often lots of links to sites in the same network, references, comments and trackbacks which all add up.
