Couple of questions:
1) Is the proxy harvested, tested and then FAILED, discarded completely and never checked again in its lifetime? Or is it kept aside so that it can be later pushed into the checking queue?
2) When you harvest does the program take care not to include any duplicate proxies in the waiting to be checked queue?

Proxies that have been tested as working are retested later on if they fail but proxies that fail the first time are not retested.

Duplicates are removed when harvesting, if the proxy is in the list (working or failed it will be rejected. Failed proxies are removed from the list periodically but it is usually less than once an hour depending on the size of the proxy list.
