Waiting Proxies ZERO

There seems to be an issue today with the App searching for proxies. Nothing is going into the Waiting Proxy list.

The DEBUG says that all threads are WAITING. The log just has the Output Proxy List lines.

I have just gone into the App Settings. Under "Proxy Limits"

I had the Limit Harvested Proxies checked and set to 10,000
I had the Limit Working Proxies checked and set to 3,000

I have just unchecked both those, stopped the Processing and then re-started.

Now it is searching again, so it seems as though there is a bug somewhere where it thought that there was enough of Harvested and Working already... even though there wasn't.
